Biden must now decide how to retaliate effectively to avoid escalating the conflict, which was triggered by a Hamas terrorist attack in October 2023. This marks a turning point in the Middle East crisis, as it was the first successful attack resulting in American casualties, warranting a stronger military response, officials say.

Republican critics, however, argue that a lack of retaliation would label Biden a “coward.” Brian Katulis, a Middle East Institute senior fellow, suggests Biden must seek a “Goldilocks response” that is strong enough to restore deterrence, yet moderate to avoid full-fledged war.

The attack’s success has raised questions over whether it symbolizes a deliberate attempt by Iran to escalate the conflict, or whether it was a lucky hit from an ordinarily limited attack strategy. Despite this, American officials still believe that Iran is not seeking a direct war with the United States.

As the Biden administration attempts to broker a deal to halt military action in Gaza, there are concerns that escalating tensions with Iran could impede these negotiations.

Republicans blame Biden for the troops’ deaths, arguing his reluctance to act decisively in the preceding months has emboldened Iran and its proxies. They demand a strong military retaliation against Iran’s terrorist forces across the Middle East.

Despite these criticisms, Biden has previously ordered military strikes in response to attacks. Notably, he authorized airstrikes in Iraq and a retaliatory drone strike, which resulted in the death of a militia commander.

In response to the recent attack, Biden vowed to hold those responsible accountable: “We will carry on their commitment to fight terrorism. And have no doubt — we will hold all those responsible to account at a time and in a manner of our choosing.”
