The Investing in America Agenda from President Biden is assisting households across America in receiving up to $14,000 for home upgrades that promote energy efficiency, helping cut energy bills and supporting the creation of local clean energy jobs. A dozen states have already submitted applications for these rebates.

The U.S. Department of Energy (DOE) recently approved New York’s application for the Inflation Reduction Act’s Home Energy Rebates, granting the state $158 million to apply towards its rebate program. This program is part of the wider agenda to reduce home energy costs, tackle climate change, and support the growth of a clean energy economy.

Other states, including Arizona, California, Colorado, Georgia, Hawaii, Indiana, Minnesota, New Hampshire, New Mexico, Oregon, and Washington, have also applied for Home Energy Rebate programs. These programs, created by President Biden’s Inflation Reduction Act, are projected to save consumers up to $1 billion annually in energy costs and support around 50,000 U.S. jobs within residential construction, manufacturing, and other sectors.

Consumer Savings and Consumer Protection

Rebates from these programs help households save significantly on home upgrades, with at least half of them going to low-income households (those earning 80 percent or below area median income), ensuring support and funding are directed where they are needed most. Consumer protection plans at the state level ensure high-quality products and services. The DOE has also identified best practices for guarding consumers against fraud or unfair business practices under these rebate programs.

New York: First State to Receive Rebate Program Funding

DOE approved New York’s application for its Home Electrification and Appliance Rebates Program and granted a corresponding $158 million award, allowing the New York State Energy Research and Development Authority to take the final steps to launch the rebate program to its residents in late spring or summer.

DOE’s Outreach Efforts

As states prepare to launch their local programs, DOE is actively engaging with stakeholders, industry, and contractors to raise awareness, encourage participation, and facilitate contractor training and certification. DOE also announced up to $40 million in competitive grants through a Funding Announcement Opportunity in support of residential energy-efficiency training programs.

DOE is reviewing applications from states and once approved, the states can launch their local programs and accept rebate applications. DOE has been providing guidance and technical assistance for states, territories, and Tribes to apply for and design and implement their rebate programs.
