Congressional District 19 Leads in Federal Clean Energy Investments

According to a Center for American Progress study, Congressional District 19 is a leader in federal clean energy investments. This has been largely facilitated by Rep. Jimmy Panetta, D-Carmel Valley. The Biden Administration’s Inflation Reduction Act, signed into law in August 2022, has been pivotal in supporting the expansion of local clean energy operations, with $719 million secured so far.

Rep. Panetta, a member of the Ways and Means Committee, played a key role in formulating the Act, which incentivizes investments in clean energy and clean transportation. One critical area was the expansion of clean energy standalone storage systems. This has had a significant impact on District 19, home to the world’s largest lithium battery energy storage system in Moss Landing.

California’s Congressional District 19, covering South San Jose, parts of Santa Cruz and Monterey counties, and Northern San Luis Obispo County, is a leading area for clean energy storage technology. Over $200 billion from the Inflation Reduction Act has already been directed to the development and deployment of clean energy technologies in the U.S.

Moss Landing’s power plant site began battery energy storage operations in late 2020. It now houses two lithium-ion battery energy storage systems, one operated by Vistra Corp Energy Company using LG batteries, and another by Pacific Gas and Electric using Tesla batteries. Vistra’s recently completed Phase III expansion makes it the largest of its kind globally.

The Tesla Megapack battery energy storage system, PG&E’s Elkhorn Battery facility, was completed in April 2022. The Inflation Reduction Act’s investments have not only worked to reduce energy costs and pollution but have also created more than 211,000 jobs, with 9 million more projected by 2030.

Rep. Panetta authored several Inflation Reduction Act bills, providing tax credits for electric buses, microgrid controllers expansion, and linear generators development. He also introduced bipartisan legislation to extend the Act’s investment tax credit for fuel cells, linear generators, and microgrid controllers by eight years.
