TL/DR –
U.S. companies announced nearly $8 billion in clean energy manufacturing investments in Q2 2026, according to a report by Environmental Defense Fund and Atlas Public Policy. The report highlights that recent federal policy changes have contributed to nearly $40 billion in canceled investments and over 53,000 canceled manufacturing jobs since the start of 2025. Among key findings, companies announced 5,900 new manufacturing jobs in Q2 2026 while 2,800 previously announced jobs were canceled, and since 2000, companies have announced $244.8 billion in clean energy manufacturing investments and 331,900 manufacturing jobs.
Q2 2026 Sees U.S. Companies Investing Nearly $8 Billion In Clean Energy
Even as policy changes at the federal level cause a slowdown in the growth of the sector, U.S. companies continue to show strong private-sector demand for clean energy. During the second quarter of 2026, these companies announced nearly $8 billion worth of investments in clean energy manufacturing, according to a report jointly released today by the Environmental Defense Fund and Atlas Public Policy.
The report, titled The State of Clean Energy Manufacturing in Q2 2026, indicates that these policy changes have led to about $40 billion in canceled investments and more than 53,000 canceled manufacturing jobs since the start of 2025.
The fourth anniversary of the Inflation Reduction Act, the most significant investment in climate and energy in American history, coincides with the release of this report. It highlights the success of the law in attracting private investments as well as the potential dangers recent policy changes pose to this momentum.
“Four years after the Inflation Reduction Act helped launch a clean energy manufacturing boom, this report shows that companies see what the Trump administration refuses to acknowledge: clean energy technologies are cost-competitive and here to stay,” stated Grace Hauser, Technical Analyst, Clean Power at Environmental Defense Fund. She also added that federal policies providing long-term certainty could sustain this momentum, but the recent policy changes are risking America’s manufacturing competitiveness.
In the second quarter, companies announced $7.9 billion in new manufacturing investments. However, these same companies canceled $2.9 billion in previously announced projects, resulting in a net new investment of $5 billion. The quarter’s growth was driven by solar manufacturing, transmission, and grid equipment; for instance, Convalt Energy’s proposed $5 billion solar manufacturing campus in New Mexico. This project is the largest clean energy manufacturing investment announced since the current administration took office.
However, announcements of large-scale investments have become less frequent. Over the past 18 months, Convalt’s project is only the third clean energy manufacturing investment exceeding $1 billion to be announced. In contrast, during the 18-month period from July 2023 through December 2024, companies announced 24 such projects.
Key Findings of the Report
- In Q2 2026, companies announced 5,900 new manufacturing jobs while 2,800 previously announced jobs were canceled, mainly in electric vehicle, hydrogen electrolyzer, and solar manufacturing.
- Since the start of 2025, companies have canceled $39.6 billion in planned clean energy manufacturing investments and 53,400 announced manufacturing jobs.
- Since 2000, companies have announced $244.8 billion in clean energy manufacturing investments and 331,900 manufacturing jobs, with over 760 facilities operating or under construction nationwide.
- More than 70% of announced clean energy manufacturing investment since 2000 has occurred in congressional districts currently represented by Republicans, highlighting the widespread economic benefits of domestic clean energy manufacturing.
The report utilized data from Atlas Public Policy’s Clean Economy Tracker to analyze publicly announced investments, cancellations, and manufacturing jobs across the clean energy sector.
