The Electric Vehicle Revolution: A Call for State Policymakers
The electric vehicle revolution is ongoing, necessitating effective state policy for a smooth transition. In 2022, electric vehicles held 14 percent of the global vehicle market, surging from 4 percent in 2020. It’s forecasted that by 2030, EV sales in the U.S. will comprise nearly 50 percent of all light vehicles. To maximize this, state-level policymakers should support consumers, improve efficiencies, and promote environmental responsibility.
Expanding EV Charging Access
Firstly, expanding access to EV chargers is crucial. Charging stations must be accessible and easy to locate, starting with home installations. Housing codes should be updated to ensure residents have convenient, cost-effective charging options. Rental housing needs similar attention. New construction of multifamily buildings should include EV-charging capability, which adds only an additional 0.03 percent to California builders’ costs. Existing buildings should also be updated to include EV charging stations.
Planning for EV Batteries
Secondly, state lawmakers should plan for the reuse and recycling of used EV batteries. I introduced Senate Bill 615 in California to mandate repurposing or recycling of batteries. It’s essential to extract as much value as possible from EV batteries, including possible repurposing.
Learning and Sharing Knowledge
Last but not least, state legislators should exchange ideas and learn from one another. Ideas that benefit your constituents can be adapted from other states. As co-chair of the NewDEAL Forum’s Climate Policy Group, I advocate for sharing knowledge about how states are leveraging federal support for electric vehicles in the 2022 Inflation Reduction Act.
With significant federal investments in clean energy on the horizon, it’s time to make a difference. Electric vehicles are a crucial aspect of that future, and we must act to ensure the success of this transition for our economy and environment.
