TL/DR –

The article is a proclamation by President Joe Biden for National Manufacturing Day, acknowledging the contributions of American workers and unions to the country’s economy and middle class. Biden highlights his administration’s investments in manufacturing, citing the Bipartisan Infrastructure Law, CHIPS and Science Act, and Inflation Reduction Act, which have attracted over $910 billion in private sector investment in manufacturing and clean energy. The president also emphasizes the “Buy American” policy, which prioritizes domestic manufacturing and has resulted in changes increasing the domestic content threshold for federal procurement from 55% to 65% in 2024.

American Workers and Unions: Backbone of the Nation

On National Manufacturing Day, we honor the resilience, perseverance, and dedication of the American workforce. Their contributions to our economy are imperative for the growth of the middle class. Today, we reaffirm our commitment to investing in their productivity and prosperity.

The Future of America: Middle Out and Bottom Up

Competing visions for America’s future persist. Some advocate for the continuation of trickle-down policies damaging to working families. However, the focus should be on developing the economy from the middle out and bottom up, ensuring working people get a fair shot. Above all, a future made in America is envisaged.

Investing in America: Revitalizing American Manufacturing

My administration’s Investing in America agenda is restoring our nation’s backbone. It includes the Bipartisan Infrastructure Law, CHIPS and Science Act, and the Inflation Reduction Act. These initiatives have drawn over $910 billion in private sector investment in manufacturing and clean energy nationwide. We have achieved record-level spending on factory construction, created hundreds of thousands of jobs, and partnered with community colleges, high schools, and unions to train American workers for these new jobs.

Supporting American Manufacturing with Federal Funds

“Buy American” has been the law since the 1930s. Under my administration, Federal projects are built with American products and staffed by American workers. The “Build America, Buy America Act” ensures domestic preference in Federal infrastructure spending. New requirements mandate construction materials for Federal projects to be made in America. We will continue to ensure American taxpayer dollars support American workers.

A New Chapter for America

With my upbringing in Scranton, Pennsylvania, I learned that your worth is not determined by your wealth, but by your contribution. My economic vision is informed by this belief. I am dedicated to writing a new chapter in our American comeback story, making “Made in America” a reality, not just a slogan.

National Manufacturing Day

On October 4, 2024, as President, I proclaim National Manufacturing Day. I thank our manufacturing workers for strengthening our Nation. I urge all Americans to participate in National Manufacturing Day and prioritize buying American.

As attested, this third day of October, in the year of our Lord two thousand twenty-four, and of the Independence of the United States of America the two hundred and forty-ninth.

JOSEPH R. BIDEN JR.
