“Congress hadn’t fully touched industrial policy in probably 50 years, six years ago,” remarked Heinrich. “At that time, domestic manufacturing was declining all over the country. However, our work has begun to reverse that trend, demonstrating that industrial policy really does matter.”

Heinrich was instrumental in passing the Infrastructure Law and the CHIPS Act five years ago, which he believes were major investments in the country’s basic infrastructure and manufacturing. Heinrich further stated, “A year later, I was deeply involved in championing the Inflation Reduction Act.”

Heinrich commended the projects like Pacific Fusion, Arcosa, and Kairos and stated that due to efforts like these, “New Mexico is becoming one of the best places in our country to build our clean energy future.” He further emphasized that innovation isn’t confined to big cities but rather thrives where hard work, advanced technology, and strong local partnerships come together.

Between 2021 and 2022, Heinrich played a key role in passing the Infrastructure Law and the Inflation Reduction Act. He emphasized how these acts helped introduce manufacturing to Central New Mexico, attracting companies such as Arcosa Wind Towers. Furthermore, Heinrich aided the passage of the CHIPS and Science Act, a bipartisan legislation to lower costs, enhance domestic manufacturing, strengthen domestic supply chains, and invest in skilled trades and workforce training programs.

Later in February 2025, Heinrich introduced the Apprenticeship Pathways Act with the goal to create pathways to high-demand careers for high school students by expanding access to apprenticeships and technical education.
