Tulsi Gabbard, the Director of National Intelligence, is aiming to reinforce her office’s role in delivering intelligence to the president, says a government official and sources familiar with the situation.

As per the decision, the production of the president’s daily intelligence briefing, or PDB, will be relocated from the Central Intelligence Agency (CIA) Langley headquarters to the Office of the Director of National Intelligence (ODNI) in McLean, according to information obtained. However, the exact timeline and logistical plan are yet to be clarified.

Despite the current lack of sufficient staff and digital tools at the ODNI for assembling the PDB, Gabbard plans on pushing through with the move as per an internal CIA memo circulated on Tuesday, and a government official confirmed this is an effort to streamline operations.

The PDB not only informs the president but also a select number of cabinet members and top aides, playing a crucial role in shaping their decision-making. The daily briefing includes detailed text, graphics, and videos based on the latest intelligence gathered by U.S. spy agencies.

The decision to bring the daily brief operation under the ODNI could be Gabbard’s attempt to exercise more control over the intelligence conveyed to the president. This move might be a response to the public disclosure of an assessment contradicting Trump’s assertions about a Venezuelan cartel, former intelligence officers suggested.

In addition, Gabbard intends to relocate the National Intelligence Council, a body that supervises major analyses across U.S. spy agencies, to the ODNI. Currently, despite falling under the ODNI’s purview, it is physically located at the CIA.
