Governor Kathy Hochul has introduced pay raises for around 2,100 New York State employees working in professional traineeships across 46 state agencies. The increases, which are effective as of today, are part of the governor’s efforts to attract and retain talent within the Empire State, and reflect her commitment to affordability for New York’s employees and families. It shows that New York State is committed to providing the best services and protections for all New Yorkers.
The salary raises, which range from a 5.7 percent to an 11.6 percent increase, will affect employees serving in various positions. For example, a Trainee 1 title, previously on Grade 13 ($49,363 annually), now moves to Grade 14 ($52,198). In the same vein, a Trainee 2 title will see a salary increase from Grade 14 ($52,198) to Grade 16 ($58,247).
Traineeships serve as entry points for professional positions, offering on-the-job training and practical experience, while individuals acquire necessary baseline skills. After successful completion of two-year traineeships, employees earn a promotion with salaries ranging from $65,000 to $83,000 annually.
The salary hikes will have the greatest impact at agencies with the largest number of eligible positions, such as the Department of Environmental Conservation, Department of Health, State Insurance Fund, and Department of Transportation, among others.
More than 280 trainee titles will be affected, including roles such as Human Resources Specialist, Administrative Specialist, Contract Management Specialist, Health Program Administrator, and Business Systems Analyst.
Alongside these salary increases, Governor Hochul has also championed various initiatives aimed at strengthening New York’s public workforce. Notably, the Department of Civil Service launched an expanded New York Hiring for Emergency Limited Placement Statewide (NY HELPS) program, waiving civil service exam requirements for thousands of vacant State job openings.
To further assist job seekers, Centers for Careers in Government have been established at specific Department of Labor Career Centers. Additionally, the Department of Civil Service deployed a marketing campaign to promote the thousands of open jobs and career opportunities within the state government.
Governor Hochul’s initiatives also include lifting the yearslong State hiring freeze, expanding opportunities via the Governor’s Program to Hire Individuals and Veterans with Disabilities (55/b/c), and providing funds for new testing centers across the State.
