WASHINGTON, D.C. – Greenhouse Gas Reduction Fund (GGRF) Grant Investigation

Leaders of the House Committee on Energy and Commerce, Congressman Brett Guthrie (KY-02), Congressman Gary Palmer (AL-06), and Congressman Morgan Griffith (VA-09) have written to eight GGRF grant recipients.

The Committee has raised concerns about the GGRF program, including the program’s structure, the recipient selection process, and award management. They also questioned the speed of fund distribution by the Biden Administration’s EPA, leading to an investigation into certain GGRF recipients.

“The investigation aims to evaluate the fairness of the fund allocation and the use of these federal funds,” state Chairmen Guthrie, Palmer, and Griffith.

Background: The Inflation Reduction Act and the GGRF program

The Environmental Protection Agency (EPA), under the Inflation Reduction Act (IRA), was empowered to develop a $27 billion GGRF program. Only eight grant recipients were awarded $20 billion of this total. Of these, $14 billion was allocated to three recipients under the National Clean Investment Fund (NCIF) program, and $5 billion was given to five recipients under the Clean Communities Investment Accelerator (CCIA) program.
