NY First to Implement Federal HEAR Program for Inflation Cut

The New York State Energy Research and Development Authority (NYSERDA) has partnered with the U.S. Department of Energy to initiate the Home Electrification and Appliance Rebates Program, becoming the first state to do so. The program aims to lower energy costs for homeowners and renters, improve the environment and electrical grid, and create jobs in construction, utilities, and domestic manufacturing. The announcement was made at the Andromeda Community Initiative, a workforce training facility in Long Island City, Queens.


New York has become the first state to implement the Home Electrification and Appliance Rebates (HEAR) Program, under the Inflation Reduction Act (IRA). This federal program, managed by the New York State Energy Research and Development Authority (NYSERDA) and the U.S. Department of Energy, extends the EmPower+ initiative to support low-income families with energy efficiency and electrification improvements. NYSERDA is also seeking extra IRA funds to include moderate-income households and large multifamily buildings.

The program aims to achieve three key objectives: reducing energy costs for homeowners and tenants, improving the environment and electrical infrastructure, and generating good-paying jobs in construction, utilities, and domestic manufacturing sectors.

The announcement took place on May 30th at the Andromeda Community Initiative in Long Island City, Queens.
