NFIB State Director Advocates for Small Business Tax Relief in Texas

Today, NFIB State Director, Jeff Burdett, made a strong appeal to the Texas Senate to give the green light to SB 32, a Texas small business tax relief bill designed to alleviate the property tax burden on office equipment, inventory, and other business assets.

Progress of SB 32 in Texas Senate

The Senate Local Government Committee gave their approval to the measure on Thursday. It now progresses to the full Senate for deliberation.

Context of Texas Small Business Tax Relief Bill

“At present, businesses are exempt from paying property taxes on business personal property if the total value at a single location is under $2,500,” explained Burdett. “SB 32 proposes an exemption for the initial $25,000 of a business’ personal property.” Added to the $25,000 business personal property tax exemption, SB 32 will also offer a franchise tax credit of up to 20 percent towards inventory tax liability for businesses.

The Impact of SB 32 on Small Businesses

“The business personal property tax implies that small business owners are paying an additional tax on the same items repetitively, despite already paying sales taxes on equipment, inventory, and other property,” said Burdett.

Present Challenges Faced by Small Business Owners

“There’s a significant amount of uncertainty for small business owners at present, and it’s intensifying,” he said. “NFIB’s most current Optimism Index indicates that fewer owners believe business conditions will enhance over the coming six months. Inflation is still a significant issue, and fewer owners believe it’s a suitable time to expand their businesses.”

Potential Benefits of SB 32 for Small Businesses

“SB 32 would relieve the financial pressure on Main Street businesses, facilitating growth, job creation, and community support,” Burdett said.

Acknowledgements and Hopes for the Future

“On behalf of our members, I want to express gratitude to Chairman Paul Bettencourt and Sen. Tan Parker for sponsoring this bill and Lt. Gov. Dan Patrick for continuing to champion Main Street businesses. We now hope that the full Senate will vote ‘yes’ on this common-sense legislation.
