Despite her pregnancy, she was offered one of the buyouts extended to thousands of federal government employees.

Maggie, who chose anonymity fearing professional consequences, stated that she couldn’t afford to lose her health insurance during pregnancy. After five years of service, she had accrued six to seven months of paid parental leave. Hence, she accepted the buyout in May 2025 and was placed on administrative leave until September 2025, when she gave birth. Her official termination happened just ten days thereafter, followed by the loss of her insurance at the end of October.

Since then, Maggie has been job hunting but is still waiting for an ethics letter from her former agency that would permit her to start a new job. She criticizes the process as disorganized, careless, and thoughtless.

Decline of the Federal Workforce Since Trump’s Presidency

Since Trump assumed office, the federal workforce has seen a decline of approximately 355,000 employees, with 18,000 leaving in March 2026 alone. During the partial government shutdown of the Department of Homeland Security, these furloughed workers were still counted as employed. Even though the Trump administration attempted a more extensive reduction of the workforce, court decisions and realizations of overcuts forced them to reverse some of their decisions and rehire several workers.

Impacts of Workforce Reduction on Remaining Federal Employees and Public Services

As a result of these cuts, the remaining government employees are struggling to maintain primary government functions. The staff at the Social Security Administration had to be reassigned to manage the agency’s national phone line. Meanwhile, the Department of Veterans Affairs is coping with significant staffing issues due to cuts and hiring freezes. This has led to a significant reduction in federal labor enforcement and inspections.

Other federal agencies have seen more extreme effects. The USAID shutdown has resulted in numerous deaths worldwide, while the Consumer Financial Protection Bureau dropped multiple consumer fraud cases due to efforts to shut it down.

Despite these challenges, many federal workers remain committed to public service. The White House declined to comment on the situation, referring inquiries to the Office of Personnel Management (OPM) and Office of Management and Budget.

OPM’s Stand on Workforce Reshaping

Scott Kupor, OPM’s director, stated that reshaping the federal workforce is essential to build a government that works for the American people. He expressed that by realigning roles and modernizing operations, they are strengthening performance and accountability across government.
