B.J. Simon Discusses Industrial Momentum and Future of Greater Houston Region

The president and CEO of the Baytown West Chambers County Economic Development Foundation, B.J. Simon, recently shared his insights on the industrial progress, infrastructural advantages, and long-term plans for the Greater Houston area. While the region’s industrial strength lies primarily in energy, petrochemicals, and logistics, emerging trends include hydrogen and diversification. The area’s competitiveness is fuelled by deep industry clustering, strong infrastructure, and its closeness to Port Houston.

With a focus on expanding power capacity, cultivating a skilled trades workforce, and implementing long-term regional planning, the region’s growth strategies are multifaceted. The core of these strategies is the intersection of agglomeration and diversification within existing industries. “The dynamic between agglomeration of existing and growing clusters of industries and diversification within the agglomeration is advantageous. It is one of the things that clearly distinguishes us from other parts of Texas,” Simon explains.

Factors Influencing Baytown and West Chambers County

Simon says that interest in the emerging hydrogen economy continues, despite some slowdowns due to legislative uncertainty. The area remains strongly encouraged by ongoing green hydrogen projects. Major players such as ExxonMobil, Targa Resources, Energy Transfer, and ONEOK are all active in the region, with multibillion-dollar projects linking them to the Baytown/Mont Belvieu/West Chambers County region. Simon also highlighted the importance of logistics due to the region’s proximity to Port Houston and the Cedar Port Industrial Park.

Meeting Growing Electricity Demand

With the rising demand for electricity from industrial growth, AI, and data centers, power infrastructure is a crucial focus. Three power generation facilities by NRG are being built, with one, CB5, situated in Baytown. The 760-megawatt generation facility strengthens the overall power capacity of the region. Also, projects that use natural gas to fuel their power needs “off the grid” are underway, providing flexibility to meet growing power needs.

Workforce Skills and Training

While access to a diverse workforce is not a significant challenge, the biggest demand is for trained craftspeople, including welders, pipefitters, and other skilled workers. Local community colleges and training partnerships play a crucial role in creating the talent base. The region is also leveraging GPS and labor market data to illustrate the commuting patterns of the local workforce and thus assure prospective employers of the ready availability of labor.

Growth and Quality of Life

As the region grows, efforts are being made to enhance the quality of life. Residential growth is being supplemented with investments in amenities such as parks and retail outlets. Infrastructure improvements are another focus area. Major physical changes are expected over the next few years as the region continues to expand.

Long-Term Priorities

Looking ahead, the Foundation is focusing on a decade-long initiative called Project Horizon 2035. This project aims to anticipate infrastructure needs and plan strategically, ensuring that growth is well-managed over the long term. “Success will mean providing the guidance, strategic foresight, and planning support needed to manage that growth well over the long term,” Simon concludes.
