The Pennsylvania Department of Drug and Alcohol Programs (DDAP) proudly announced on January 19, 2024, that a recent study from the Substance Abuse and Mental Health Services Administration (SAMHSA) ranks Pennsylvania as the eighth best state in the U.S. for substance use disorder (SUD) treatment and mental health rehabilitation.
Commitment to Quality SUD Treatment in Pennsylvania
“Pennsylvania’s position within the top ten states for substance use disorder treatment access and investment reflects our enduring commitment to quality care for our residents,” said DDAP Secretary Dr. Latika Davis-Jones. “The Shapiro Administration continually strives to provide the most accessible, equitable, and high-quality SUD treatment for Pennsylvanians in need.”
The SAMHSA data used in the study was combined with an analysis of the number of treatment facilities in each state as of 2023 and the funding each state dedicated to behavioral health efforts. The study was conducted by Maryland’s SUD treatment facility, The Freedom Center.

The study indicates that Pennsylvania has four SUD treatment facilities per 100,000 residents and spends $281.86 per capita on behavioral health.
