Zelensky has had to master the art of navigating U.S. politics, a skill he honed during the impeachment inquiry of former President Donald Trump.
The stakes for Ukraine are critical now, however, and maintaining neutrality is a challenge. The Biden administration and House Republicans are at an impasse over a $60 billion aid package for Ukraine, which Kyiv insists is crucial in resisting Russian forces. Republicans, on the other hand, are demanding stringent border security and immigration measures in return.
Ukraine’s Geopolitical Predicament
This political standoff puts Zelensky and Ukraine in a precarious position as the U.S. presidential election intensifies. Even Trump supporters, who have long been skeptical about Ukraine, are resisting additional aid.
Zelensky’s strategy to stay out of the political crossfire likely influenced his decision to cancel a virtual Congress briefing on Ukraine this month. His personal visit and star power were intended to stress the urgency of his request and stimulate bipartisan action. Nonetheless, opposers remain unyielding, making it nearly impossible to approve the funding this year.
The Ukrainian President’s Dilemma
“He doesn’t want to appear as being partisan and working hand in glove with Biden, even though they are because he’s the president,” said Alina Polyakova, president and CEO of the Center for European Policy Analysis. Zelensky has managed to host Biden and other senior U.S. officials in Kyiv, and he recently invited Trump, who claims he could end the war in a day, to visit Kyiv.
Zelensky’s previous experience with the 2019 impeachment scandal, and his cautious approach to U.S. politics, have earned him widespread international respect. Yet, he understands that taking sides in U.S. politics could endanger Ukraine’s support from its strongest ally, as it faces existential threats from Russia.
Despite his challenges, Zelensky has noticeably evolved over the past four years, becoming fluent in English, gaining international respect, and developing “a very keen awareness of the nuance” of U.S. politics. However, as the war continues and domestic infighting in Ukraine escalates, Zelensky is increasingly aware that time is of the essence in securing the aid he needs.
