NY Debuts Home Electrification Rebate for Low-Income Families

The state is eligible to receive a total of $317.7 million through the DOE’s IRA Home Energy Rebate programs, with additional funding and rebates expected later this year.


New York Introduces the Inflation Reduction Act Home Electrification and Appliance Rebates Program

New York State is pioneering the Inflation Reduction Act (IRA) Home Electrification and Appliance Rebates (HEAR) Program, providing the first round of funding to consumers and expanding the reach of the state’s EmPower+ initiative. The initial $39.6 million grant will enable more low-income families to undertake home improvements for energy efficiency, thus reducing energy costs and facilitating the shift away from fossil fuels.

Supporting Climate Leadership Goals

This move aligns with New York’s Climate Leadership and Community Protection Act, which aims to reduce greenhouse gas emissions by 85 percent by 2050 and mandates that at least 35 percent of the benefits of clean energy investments should support disadvantaged communities. This funding is a key step towards achieving these goals.

Future Funding for Rebate Programs

Additional funding for the IRA Home Energy Rebate programs is expected later this year, with the State set to receive $317.7 million in total. This includes $159.3 million for the Home Efficiency Rebates program and $158.4 million for the HEAR program.

Expanding the Scope of EmPower+ Program

In April 2024, the U.S DOE approved a partial-scope application from the New York State Energy Research and Development Authority’s (NYSERDA), enabling the expansion of the EmPower+ program. This will provide funds for energy efficiency and beneficial electrification enhancements like insulation, air sealing, and heat pumps.

Eligibility and Application Process for IRA HEAR Incentives

Eligible households with income below 80 percent of the Area Median Income or those enrolled in a utility payment assistance program can benefit from IRA HEAR incentives through the EmPower+ program. These incentives help reduce the cost of installing energy efficiency and electrification upgrades, making them more affordable. NYSERDA is currently developing the full HEAR application to extend rebate offers to moderate-income residents and owners of larger low- and moderate-income multifamily buildings, including high-efficiency electric appliance rebates.
