J&B Solar Begins IRA Compliance Apprenticeship In-House

TL/DR –

J&B Solar has initiated the Renewable Revolution Apprentice Program, an internally managed compliance and registered apprenticeship scheme designed to adhere to IRA labor and compliance standards, and advance workforce development in the utility-scale solar sector. The program substitutes third-party apprenticeship models with an internally managed system that integrates training, compliance monitoring, and workforce planning. The initiative is led by Casey Swindell, who states that the program overcomes the limitations and costs of outsourced apprenticeship providers, while allowing J&B Solar to control and accelerate the compliance process.

J&B Solar Launches IRA Compliance and Apprenticeship Initiative

J&B Solar recently rolled out a new Inflation Reduction Act (IRA) compliance and registered apprenticeship initiative with the aim of enhancing workforce development and meeting the changing federal labor needs for large-scale solar projects. The initiative, dubbed The Renewable Revolution Apprentice Program, is purpose-built to synchronize apprenticeship training with IRA labor and compliance standards, while building lasting career paths for workers in the large-scale solar industry.

By replacing third-party apprenticeship models with an in-house framework, the program consolidates training, compliance tracking and workforce planning. The initiative is spearheaded by Casey Swindell, IRA Compliance & Labor Relations Manager, who indicated that J&B Solar saw increasing limitations with third-party apprenticeship providers as IRA requirements grew more intricate.

“Originally, we outsourced our apprenticeship program,” said Swindell. “Over time, it became clear those solutions were expensive, reactive instead of proactive, and limited our ability to access and manage critical compliance data. Bringing the program in-house gave us control, speed, and the ability to directly invest in our people.”

Internal Approach to Compliance

As apprenticeship and IRA requirements grew, Swindell expressed that the industry often misinterpreted where genuine compliance occurred. According to her, true compliance is not immediately visible but occurs behind the scenes in preparation, documentation, internal tracking, and validation of every requisite.

To mitigate risk and eliminate disjointed accountability, J&B Solar has integrated apprenticeship control, reporting, documentation, and manpower planning into a single in-house program.

The Renewable Revolution Apprentice Program: Tailored for Large-Scale Solar

Constructed to mirror the operational realities of large-scale solar construction, the Renewable Revolution Apprentice Program does not invent new software platforms. Instead, J&B Solar has adapted internal systems capable of tracking On-the-Job Training (OJT), Related Technical Instruction (RTI), prevailing wage compliance, apprenticeship ratios, and IRA manpower calculations in real time.

More Than Regulatory Compliance: Building Careers

Company leaders underlined that the program’s focus goes beyond mere regulatory compliance to workforce development. Candidates apply directly through the J&B Solar website to enter a structured program that includes onboarding, RTI instruction, and ongoing mentoring.

Each apprentice is teamed up with a journey worker leader and follows a solar-specific curriculum directly linked to field operations. “This program is rigorous by design,” said Swindell. “The expectations are clear from day one. That’s what turns a job into a career.”

Elevating Industry Standards

Swindell noted that few solar contractors have developed in-house IRA-compliant apprenticeship programs, given the sustained oversight required. For project owners and EPC partners, J&B Solar’s program helps minimize compliance risk and guarantees apprenticeship and IRA requirements are consistently met across projects.

Looking ahead, the company aims to strategically grow The Renewable Revolution Apprentice Program as federal regulations continue to evolve. “This isn’t about expansion for expansion’s sake,” concluded Swindell. “It’s about developing confident tradespeople who take pride in their work and are willing to teach the next generation.”
