Next Phase: Mills River’s Proposed Grocery Zoning Permit

Mills River Grocery Store Project Progresses

The proposed grocery store complex off N.C. 280 in Mills River is progressing, with several more steps to completion according to Michael Malecek, the town’s planning director. He outlined that the developer submitted a zoning permit application and plans before the festive season, and their planning staff are currently examining the submission.

The site plan, submitted by Harris Development Partners based in Raleigh, outlines a shopping center, anchored by a 50,325-square-foot grocery store. The site, situated at 5 Penland Road and 140 Emma Sharp Road, just off N.C. 280, will also feature a 10,800-square-foot building housing additional retail shop spaces. A specific grocery store tenant has not been confirmed.

New Grocery Store Permit Approved Across From Mills River Ingles

The plans for the complex were submitted by Asa Harris of Harris Development Partners in Raleigh, renowned for managing various commercial development projects across North Carolina, South Carolina, Georgia and Florida. Harris has previously collaborated with national tenants, such as Publix, Whole Foods, Walmart, Walgreens, Harris Teeter, Lowes Foods and L.A. Fitness.

The special-use permit was approved at the Mills River Town Council’s October meeting, with the zoning review process for the project currently underway.

“Once the town confirms the site plans align with town development ordinance requirements, the applicant will be issued a zoning permit,” Malecek explained. After obtaining the zoning permit, possibly by next week, the developers are free to undertake site work, earth work, grading, and sediment/erosion control installation. They will then be able to submit building plans to the Henderson County Permits and Inspections Department to obtain a building permit.

“Once the building permit is obtained, the vertical construction of the structures on the site can commence,” Malecek added. To date, Harris Development Partners has not returned multiple calls regarding the project.
